The main issue is someone used hemming tape around the base - which left indents all around the base and pulls. Because of how low it is you cannot really notice it when on, but would be best suited to be hemmed to remove damage. Otherwise in good condition - small signs of wear elsewhere may be expected, i.e pulls on the dress or any loose pulling around the straps and leg split. See photos.
